That's the thing, they never give a reason, and in that episode, they just
rub it in.
Rumor is that the TOS Klingons are half-breeds from dishonored houses
intended to infiltrate more human species.
This doesn't make much sense, as they would have been killed off as
abombinations, considering they weren't very good immitations of humans.

Sort of like the Star Trek TOS Klingons vs. the current Klingons. I think
they only hurt the situation with the DS9 episode "Trials and Tribbilations"
with Warf's comment about it being an embarrassing secret not discussed
outside the empire.
